There was a time a few years back that the NBA and NHL experienced a lockout, and during that time, were able to amnesty one contract in order to save the owners from a bad investment. The NBA since then has gone back to their old ways of giving below average players $17 million a season to play, so clearly they didn't learn their lesson.

Here's a fun hypothetical: If you could amnesty one contract from the Twins, who would you choose? Plenty of options to choose from..... My choice? Ervin Santana.

Nolasco would be up there no doubt.  Santana would be as well.  Not quite sure who will be worse over the next 2 years (much less 3 in Santana's case).  A few will say Mauer, and I think that's a fair answer once there's some prospects really pushing him for PT.  Right now, there's no obvious replacement, but that I think will be changed by the end of next year.

I don't really understand how this would help. The owners in the NBA and NHL still had to pay the player for the contract, the amnesty just allowed them to exclude the deal from the salary cap. The MLB has no cap, so amnesty wouldn't really help the Twins, who are so far from the luxury tax limit that it's really not relevant.
