Indeed it does not.  

Like you, I despise relievers walking guys.  I don't like starters walking guys either.  Especially by the handful.

Archer upset at ball 4 call. This umpire has been more than generous with strike zone. 4 BB in 1 inning. SOP. And he's really been stretched out. I thought because Archer had no spring training he would be gradually extended. It's July. He'll get through 4 today. 53 pitches after 2 innings. Pagan efficient

That's Archer. It drives me nuts. The guy is rocking a career high LOB%, career low BABIP, but a hard hit rate almost identical to last year. He continues to wiggle out of these absolute blowups so I guess there's that, but it doesn't seem destined to last. IMO he's the Pagan of the starting staff and they can keep limiting him to 3-4 IP or 2x through the order but at that point you're a starter by name only.

You'd think an "inability" to throw strikes would show up in a higher walk rate.

That's interesting.  I would have figured that the "three true outcomes" approach would have an impact on that as well.
