Twins international bonus pool

Just over 3.9m to sign international talent next year. This year we had a 2.9m pool but the baseball agreement gives more money to bad teams to spend in the international market. So, yay, I guess. Twins have been pretty good in the international signings the last few years so hopefully we can sign another Sano type.

I think the Twins actually might have gone over their allotment last year. I don't recall the penalty system exactly but if you go over by less then something like 10% the penalty is only monetary. If you go over by something like 25%, like the Rays did, you lose your alloted money for the following year.

 

That list shows the Rays with an allowance however so I might be talking out of my butt.

Teams are allowed to exceed their bonus pools, as the Rays elected to do during the current signing period, but the penalties for going even slightly above the pool allotment are harsh. The Rays, for example, went more than 15 percent beyond their $2.9 million bonus pool for the 2012-13 signing period. So while the Rays will still be able to spend their entire 2013-14 international bonus pool allotment, they will be unable to sign a player for more than $250,000 during the 2013-14 signing period and will pay a 100 percent tax on the overage from their 2012-13 pool.

 

Penalties for next year assuming that they can't pursue an international draft.

Penalties With No International Draft

• 0-5 percent over pool: 75 percent tax on the pool overage.

• 5-10 percent over pool: 75 percent tax on the pool overage. Team won’t be allowed to sign a player for more than $500,000 during the 2014-15 signing period.

• 10-15 percent over pool: 100 percent tax on the pool overage. Team won’t be allowed to sign a player for more than $500,000 during the 2014-15 signing period.

• 15 percent or more over pool: 100 percent tax on the pool overage. Team won’t be allowed to sign a player for more than $250,000 during the 2014-15 signing period.

There have been several claims that the Twins went over the 2.9M bonus pool last year. I think that is correct and technically incorrect. I think the Twins probably spent >2.9M internationally but five 50K signings do not count towards that pool and all <10K signings also do not count.

These are the guys I know got more than 50k and it totals $2.545m. So they stayed under... I heard TR on the radio say he "suspected they spent their whole amount" but didn't seem concerned or real sure.
