What is the restricted list players get attached to?

See players on it and then removed with no explanation.

This year seeing Luis Rijo, Jhonleider Salinas and Lachlan Wells.  Rijo and Salinas appear to off that list but not Wells.  What is the story.

Also will we ever see Landon Leach?

Rijo was technically on the "Temporarily Inactive List" and I suspect the others were/are too. Could be for any number of reasons, often private/personal, but I'll note that all 3 of those guys are international players so they may have had issues with travel/entrance to the USA (perhaps exacerbated by the timing of personal issues in their home countries).

The Temporarily Inactive List is for minor league players only. It is essentially an in-season excused Leave of Absence, and it is used for Paternity Leave, Bereavement Leave, and Family Medical Emergency Leave, as well as when a player is delayed reporting to a new club, or is attending college, or is incarcerated, or has returned home for personal reasons. Only minor league players (including players on Optional Assignment to the minors) can be placed on this list.

Salinas and Rijo both had visa issues and got to spring training late.

Lachlan Wells has made the decision to stay in Australia this season due to COVID concerns. 

Leach is working his way back, and we could see him with the Mussels in coming weeks, but who knows.
